Decarbonising transport in Germany: Policy options to support a shift to rail

In order to become climate-neutral before 2050, Germany urgently needs to reduce greenhouse gas emissions in the transport sector – the only sector where emissions are still rising. This policy paper provides an overview of government support for rail as a mode of transport compared to road and aviation. It makes concrete proposals on how the tax and subsidy system can be modernised to make rail the backbone of future mobility.
